
Elena Lucchi has extensive experience in operational management as well as policy and advocacy positions within the humanitarian sector, her main focus being responses to violence; forced migration; and implementation of minimum protection standards. As freelance consultant she has conducted numerous strategic reviews and project/programme evaluations for different organisations with a regional focus on Central and Latin America.
Ms. Lucchi has researched and published extensively on humanitarian responses related to Other Situations of Violence and Urban Violence and she has written two related academic papers on the Journal of Disasters and the widely-disseminated ALNAP lessons paper: “Humanitarian interventions in situations of urban violence” (2013). She is currently researching the issue of humanitarian negotiations with criminal groups in situations below the IHL threshold.
