
Ligaya Muñez is currently the OIC Director of the Humanitarian and Emergency Affairs (HEA) of World Vision in the Philippines. As a humanitarian and development professional for more than a decade, she has a broad range of expertise in program management and quality assurance, and a solid foundation in design, monitoring and evaluation, program operations audit, capacity building and research. She served as Program and Operations Manager of World Vision’s Typhoon Haiyan emergency response in 2015, the world’s strongest typhoon ever recorded which affected an estimated 14.1 million people and left 4 million displaced in the Central Visayas Region of the Philippines. World Vision’s global response deployed local and international staff and assisted over 700,000 people with the recovery and rehabilitation phase providing assistance for shelter, livelihood, education, health, water, sanitation & hygiene (WaSH), health and disaster risk reduction (DRR).
Moreover, Ms. Muñez was Progammes Quality and Accountability Manager for Central Sulawesi, Indonesia Earthquake and Tsunami Response in 2018; and while managing multi-sectoral project components for Southeast and Southwest Mindanao, Philippines, she led the Typhoon Washi Response in 2011.
