
Ramón Alberto Rodríguez Andrade has been appointed Director General of the Unit for Victims in 2019. He has extensive experience in public administration, university teaching, integrated quality management, strategic planning, social project management, public policy and community work. He has been the Executive Director of a metallurgy-mechanics centre in Guaviare, Director of the Departmental Fund for the Support of Micro-enterprises and of the Escuela Superior de Administración Pública (ESAP), and has also taught at the Servicio Nacional de Aprendizaje (SENA) and at the Universidad Nacional Abierta y a Distancia (UNAD). He joined the Victims' Care and Integral Reparation Unit, first as a contractual employee of the Sub-Directorate for Care and Prevention of Emergencies, where he coordinated the Emergencies Unit and held the position of Sub-Director of this Unit. Within this unit, he then held the position of Secretary General of the entity and was Deputy Director in charge on two occasions.
In 2018, Mr. Rodriguez Andrade assumed the position of Director General (e) of the Victims Unit, while also holding the position of Technical Director of Social and Humanitarian Management, an opportunity that allowed him to influence the policy of prevention, protection, and guarantees of non-repetition, ensuring immediate and timely attention to humanitarian emergencies arising from the internal armed conflict, in addition to the entire process of delivery of humanitarian aid to the population contained in the Single Victims Register. As Director-General in charge, he has undertaken a robust agenda aimed at achieving strategic alliances, securing resources, and managing all that is necessary to strengthen the path of implementation of Law 1448 of 2011 and, consequently, to meet the needs of the more than eight million victims of the armed conflict in Colombia.
