
Thomas Garofalo is the International Rescue Committee’s Libya Country Director. Since 2018 he has led a rapid expansion of the IRC’s work in Libya, shifting from direct humanitarian assistance to programs supporting health systems strengthening, governance, and civil society development in Libya.
Previously, Mr. Garofalo worked in a variety of humanitarian and development contexts in Latin America, Europe and the Middle East; as policy advocate with a think tank; and as staff to a Member of the US Congress.
